Stevens, Phil. Phil Stevens was created by Milton Lowe (Bagdad) and appeared in a number of stories in Exciting Detective, beginning with “Remote Control” (Exciting Detective, Winter 1941).

Phil Stevens is a “husky, gimlet-eyed track detective.” Stevens works for the office of the Superintendent and travels around the United States, from Indianapolis to New Orleans to Jersey City, inspecting car race tracks and car races and making sure that nothing untoward takes place.
