Foster, Bill. Bill Foster was created by the New Zealand author Cavell Nichol (Dan Brooks) and appeared in a number of serials in the Wellington Evening Post from 1929 to at least 1936, beginning with “The Scarlet Terror” (Wellington Evening Post, Sept. 14, 1929).
Bill Foster and his best friend Peter Ross are two upstanding young New Zealand boys who have a series of adventures fighting crime, particularly the costumed gangster and murderer known as the “Scarlet Terror.”
