Spencer, Ray. Ray Spencer was created by Eustace L. Adams (Hawk from Hell, Andy Lane) and appeared in fifteen stories in Air Trails (U.S.) and Doc Savage from 1930 to 1933, beginning with “Locked Wings” (Air Trails (U.S.), Mar. 1930).

Ray Spencer was a pilot for the Coast Guard. He let himself appear to be disgraced, and let the public believe that he had taken money from criminals. He did this so he can “fight the red-hots on their own ground, without having my hands tied by a lot of rules and regulations.” Only four men know that Spencer is on the level: three Coast Guard officers and the Secretary of the Treasury. And, of course, his best girl Billie, who gives Ray moral support as he fights gangsters and blackmailers with planes.
