Sky Phantom. The Sky Phantom appeared in a number of stories in The Startler in 1930 and 1931.

The Sky Phantom is a criminal mastermind modeled on Fantômas. He is evil-looking, and informs the Admiralty that if they do not deliver one million pounds to him he will use his technologically advanced airplane to destroy the Royal Navy.
