Sands, Inspector. Inspector Sands was created by the Canadian author Margaret Millar (Paul Prye) and appeared in a story and two novels from 1943 to 1954, beginning with Wall of Eyes.

Inspector Sands is a policeman with the Toronto Police Department. He is quiet, thoughtful, and is a “thin, tired-looking middle-aged man with features that fitted each other so perfectly that few people could remember what he looked like.” He usually looks very tired, with clothes that, like him, are “gray and rather battered and limp.” But he’s smart, isn’t opposed to having a pint at the local, and will quite calmly and deliberately get under the skin of a witness or a suspect if he thinks they have information that he needs.
