Klinkov, Vladimir. Vladimir Klinkov was created by Percy Westerman (Captain Cain, Alan Carr, Mishka Kotovsky, Colin Standish) and appeared in The Terror of the Seas (1927).

A few years in the future the Soviet Union has collapsed following internal dissension and a war with Latvia, and now Russia is democratic again. However, the former head of CHEKA, Vladimir Klinkov, has taken a submarine and begun sinking British surface shipping. Submarine warfare follows before Klinkov is killed and his submarine sunk.
