Caligari, Dr. Dr. Caligari was created by the German creators Hans Janowitz and Carl Mayer (Genuine) and appeared in the film Das Cabinet des Dr. Caligari (1920).

Dr. Caligari is the head of an insane asylum in a rural village in the mountains of Germany. Through his hypnosis he has manipulated one of his patients, Cesare, forcing him to foretell the future and carry out murders while sleepwalking.

* I've included Dr. Caligari and Das Cabinet des Dr. Caligari in the Best of the Encyclopedia category for two reasons. Das Cabinet des Dr. Caligari is historically important, being the foremost example of and propagator of German Expressionism in film. That's not really in dispute, it's just a fact. As well, Das Cabinet is very well-written, well-directed, and well-shot; it's a genuinely entertaining film, even in 2021, despite being a century-old silent horror film and despite the cop-out ending. Das Cabinet is great stuff.
