Blair, Dr. Dr. Blair was created by Edward Dmytryk and appeared in the film The Devil Commands (1941).

Dr. Blair is an Evil Surgeon Mad Scientist. Dr. Julian Blair was happy once. But that was before a car accident killed his wife. Dr. Blair becomes obsessed with contacting his dead wife and begins experimenting in that direction, even if it means kidnaping civilians and operating on their brains.
